Cyclobutane has less angle strain since its C-C-C angles are about 90o which is closer to 109.5o. There is also significant torsional strain, however since it has a 4th carbon in it ring (an additional degree of freedom) it can relieve some of the torsional and angle strain by puckering. Cyclobutane is less stable than butane.
